CL Corporate Affairs advises organisations on public affairs and institutional relations, designing advocacy and influence strategies for sensitive and/or strongly regulated sectors, particularly in high-stakes environments.
The consultancy operates primarily before the institutions of the European Union and across its Member States, with proven experience in France, as well as in Luxembourg and Italy. For more coherent, more effective, and more equitable public policies.CL Corporate Affairs supports its clients in positioning themselves as trusted and recognised partners to key public decision-makers and relevant stakeholders. Beyond an unwavering commitment to defending their interests and reputation, the consultancy empowers its clients to make a proactive and constructive contribution to informing public decision-making, in the service of the general interest and the common good.
Founded and led by César Lesage, CL Corporate Affairs focuses in particular on reputational risk issues facing organisations operating in sensitive sectors, supporting them in adapting their strategy to sometimes radical and unpredictable shifts in their political, regulatory and social environment that may call into question both their operating model and their very legitimacy.
The consultancy also specialises in supporting public and private organisations in developing their activities and managing their visibility, by conducting relations with supranational, state and local institutions and authorities, and representing them before key stakeholders (political, administrative and social actors, as well as interprofessional organisations) at the European institutional level and across the Member States. CL Corporate Affairs also identifies relevant industrial and financial partners through the activation of institutional and governmental networks.
An innovative methodology
Public Affairs 4.0.
CL Corporate Affairs has developed in-house a proprietary political intelligence platform, Compass Political Intelligence Platform, designed to better organise the collection of publicly available, relevant data, and to streamline the tools that enhance its clients' public and institutional engagement.
By modernising the practice of public affairs through the measured use of artificial intelligence and digital structuring features, the platform enables automatic tracking of legislative files as they progress, facilitates the identification of the stakeholders who matter most, and analyses their positions through modern, GDPR-compliant mapping tools.
Thus, public affairs professionals can focus on the core of their expertise and fully deploy their true added value: political judgement, strategic communication, and meaningful human interaction with all relevant stakeholders, in order to deliver public affairs strategies with ever greater impact.
Compass Political Intelligence Platform is also intended to serve every actor in the institutional and government relations ecosystem, in strict compliance with the ethical rules of the profession, and subject to compatibility with the consultancy's and its clients' professional engagements. The strict confidentiality of its users' data — both vis-à-vis CL Corporate Affairs and any third party — is guaranteed by a contractual commitment, reinforced by end-to-end encryption that each user can activate.
César Lesage holds a Master in European Studies from KU Leuven and a Postgraduate Certificate in EU Law and Politics from the University of Sheffield. With over 7 years of experience in public affairs and corporate communication — spanning mid-sized companies, multinationals and state-owned enterprises — he has taught for two years on the functioning of European institutions within the Master in Public Affairs at the Catholic University of Paris, one of France's most respected training programmes for public affairs professionals.
